Panchayats are the basis of grassroots democracy in India. As constitutionally recognised local governments, they stand at the centre of planning, implementation, and monitoring development at the village, block, and district levels. Understanding Panchayati Raj Institutions (PRIs) is essential for anyone working in rural development, governance, community mobilisation, public policy, or fieldwork at the grassroots.
The 73rd Constitutional Amendment can be marked as a transformational moment in Indian democracy. It provided the legislative framework for institutionalisation of the system of Panchayats prevalent in India since the pre-British times. It not only gave constitutional status to PRIs but also recognised the Gram Sabha as a people’s parliament placing power directly in the hands of citizens. Today, PRIs are responsible for planning and implementing schemes related to 29 subjects in the Eleventh Schedule, ranging from sanitation and education to agriculture and social welfare.
This introductory course aims to build a comprehensive understanding of decentralisation, Panchayati Raj structures, constitutional provisions as well as roles of Gram Sabha and Panchayat officials. It will also help learners understand how the structure and framework of local governance varies across the different regions in India.
This course emphasises on helping participants develop a clear understanding of how power and responsibilities are shared with local governments. It introduces the structure of Panchayati Raj Institutions and the key laws and provisions that guide their functioning. Learners will also learn about the roles played by the Gram Sabha, elected leaders, and government officials in village governance. In addition, the course highlights how transparency, accountability, and active community involvement strengthen local decision-making and development.
This is a beginner-level course on working with Panchayats. It is designed for students, grassroots workers, Panchayat functionaries, development professionals, NGO staff, researchers, academicians, government officials, field practitioners, and anyone who is new to this topic and interested in developing a basic yet critical understanding of democratic decentralisation and working with Panchayati Raj Institutions.
The course is structured into multiple modules providing learners with a comprehensive understanding of key concepts through interactive and engaging modes of learning, including text, videos, audios, case studies, graphics, assignments, and additional reading materials. It is advised that you complete this course in a quiet environment, to enhance your learning. Additionally, a stable and high-speed internet connection is essential to ensure smooth access to all course content.
You will have two weeks to complete the entire course, from the date of signing-up and receiving your login details. You can save your progress at any point and come back to the course within this two-week period. You can use different devices to complete the course, such as laptops/ desktops, smartphones and tablets.
Upon successful completion, including completing all assignments, learners will receive a certificate.
